Passport Renewal for mother

My mother has no identification and she lives in Canada since 1980s. She immigrated here when she was 9 under sponsorship from her brother.

The last passport she has was in 1980 when she was only 15, and she kept this from me. We are wondering if anyone knows what I can do to get her a passport?

Does anyone know if I can contact a hospital for birth certificate, she comes form a small village.

My grandpa (her dad) and my dad who just passed and we were hoping to spread his ashes there. Please no criticism, we really need help.
