Payment pending for more than 25 days

I tried to pay someone ₹1800 through PayTm on 22/02/2025 but the payment was not successful it was labelled as pending. The money was deducted but was not received. I tried contacting the paytm customer support(automatic chatbot), it said to contact the bank. I contacted my bank and they said that the transaction was successful from their side there’s nothing they can do. The payment has been stuck for more than 25 days. I really need some help cause I am a student and it’s a huge amount for me.
