People drinking alcohol and smoking in empty plot next to our home

Our home has 2 empty plots (1 behind near main road and 1 adjacent) next to it. There is a bar on the main road and People use the empty plot for parking which is fine but at night people park their car, start drinking around their cars. They smoke or urinate around our house as well. We can hear them talking, laughing until late night and happens most of the days. It disturbs us and honestly doesn’t feel good whenever we have guests over.

I once informed one group to move saying that they are disturbing us, but they didn’t and said do whatever you want.

Is it legal for people to drink openly like that? And that too its not even outskirts. It is by the main road which is a busy road.

What are my options?

if own it then build a high wall around it that nobody can get access into.. because its open people will come and sit there
