Question about OBC NCL

I’m planning on attempting several exams and I was thinking about getting an OBC NCL certificate. I live with my grandparents, and my grandfather is a pensioner. My mom is not a resident of India. She lives abroad (middle eastern country) and father is out of the picture (estranged).
My doubt was can I file the NCL with my grandfather’s income, given that both my parents aren’t available in India?
