Regarding Supreme court’s orders

I am a jee aspirant from bengal ….I come under a Hindu obc category and had thus submitted the application to get category certificate in May last year ….However the supreme court ordered to stop issuing more certificates because they doubted some muslim communities were illegally given the certificates…..The BDO office is telling they can’t do anything until the court orders them to produce the certificates ….The counselling for college will start in June but next hearing date is in july ….After exam can I give any petition to Calcutta High court or supreme court to tell the BDO office to issue my certificate because we had submitted all the necessary documents ? if yes then please tell the procedure which I can follow
