Relative’s application not being forwarded

My cousin works in a government department in Banglore. He has his family in Delhi. Due to family issues he wants to get transferred to Delhi. His job is all India transferable. However, his Head of Office, a lady, is not forwarding his application.

The department’s circular says that anyone who has completed 3 years of service can forward application to headquarters in Delhi. But even after completing his 3 years of service, the lady is not ready to forward the application. Most of the admin staff of his office are local. They want to harass the north Indians so doing this pathetic behaviour. What can he do legally?

Invoke the writ jurisdiction of the relevant high court and get an order to direct the head of this department to approve the transfer. Hope there is a strong and legitimate reason for requesting this transfer.
