School refusing to give marksheet

A friend of mine in the 11th grade was enrolled in the CBSE syllabus. He received a low score and the school gave TC because his marks were very low. Now, if he wants to join other schools they ask the marksheet. however, his current school refuses to give the marksheet. Im not sure if this is the right sub but if you could guide on what further steps and can any legal action be taken agains this?

Hi. I’m a Delhi based lawyer. If there is no chance of this being amicably sorted, can send a legal notice to the school, and mark the same to the DOE and to the affiliated board, for their knowledge and action.
