Someone of good reach in govt. Broke our guard pillars due to car accident, and is not paying the compensation

I have the cctv footage about the accident.
The two driver and his wife works under irrigation department in pwd.

In map, the pwd road is very thin, but actually, it has been extended to make it wide. Now, the pillar is on our property, which is just beside the road.

The people are not giving compensation, what to do?

File a court case to magistrate directly if you’re afraid of the police being biased
