stuck in a loop due to pan & aadhar update

so, to give a context this is regarding my dad’s aadhar card and pan card. the spelling of his name is incorrect on the aadhar card since beginning, a few months back he had booked an appointment to correct his name where he was told that since his photo in the pan card has become quite old, they cant verify properly so to get it changed. Now when he applied for a change of photo in the pan they are saying that they cant proceed without a correct aadhar. Now what shall he do? Where do we go?

U can correct aadhaar with voter id
