Tennant operating without trade license. Refuses to vacate.

We have a tenant in our ancestral commercial property who refuses to vacate and is operating even after all his trade licenses have been cancelled by the municipality. He is selling stuff like cigarettes which creates a nuisance in the complex. He pays rent sporadically and according to his whims and fancies. What steps can we as owners take?

West Bengal is a lawless state. Unless you have connections to political goons and clubs, you can’t do anything. Definitely the tenant has some connections for sure.
