The pistol/rifle transfer process from a cousin family member

my cousin’s father used to own 2 rifles but due to medical illness he died and his son wants to sell them and asked if i want it. i surely do but since it’s not a direct family relationship that i have with him how exactly does this private sale/gifting can be proceeded so i can get ownership of the gun and the license on my name as well

i am above 25 years of age from up (we both are but different cities)

i am also a state level shooter tho in air pistol sport
