Traffic police at night

So basically there’s this bridge called “S bridge” by locals where always at night around 9-10pm 4-5 RTO officers stand at the start of the bridge and yes for the bribe/fine people(only bikes coz never seen them stopping a car) and those officers had no police officers with them, I wanna know is it legal to do this at that time of the night? Because I don’t find a single RTO officers this late anywhere near where I live, and there’s also a RTO towing office on the other end of the bridge where they 2-3 of them stand on the day time, for the day I can understand but why at night and especially at that hour?
