Travel group did not return any of the amount paid for unavailed package

So my mother booked a ‘Tawang yatra tour package’ with this group called bharat tibet sahyog manch. They have website as well. Since all her senior citizen friends were accompanying so we did just basic check and agreed to make reservations buy paying all amount upfront. Some 25k

Series of events followed-
Everyone from their group decided to land at Guwahati 2 days prior and explore shillong and other places before yatra began. Base location was Guwahati>
My mom fell seriously ill during those 2 days and got frightened to go further hence no one from family was there and weather would also drastically change>
She expressed to not join other yatris on actual day 1 of tour and come back. Ofcourse I will not forces and booked here tickets back>
She requested tour operator to atleast refund some amt because she paid everything upfront and not availing any services. If hotels cannot be refunded atleast the bus transport and food amount can be which she is on the spot expense.>
They just told that cancellation has to be made 5 days prior and no amt will be given now

Now she is back safe with us but I still feel this was cancellation on medical grounds and there should be atleast some amount refunded.
Please tell me what are my options? Can I raise a consumer complaint

I think there are medical grounds of cancellation and business won’t make loss because at max hotel bookings would be done. All the other expenses like food, tickets, transport is saved and mostly paid afterwards.
