Water seepage problem at parents home

My parents home, which they have currently rented out to an elderly couple, is facing a massive water seepage problem from the floor above. The flat above is also rented, and the both owner and family renting the flat are despicable pieces of shit. My dad has been trying to bring it to their notice since months now but not getting any actions/ownership out of them. Owner says he already spent some money in repairing, so he is not going to do it again— which is laughable because last time he got it repaired was 8 years ago!

We are at ends of our wits now and follow this through legal means. Requesting you all to share some legal guidance here, please.
