I am trying to get a domicile certificate made of Maharashtra my form gets rejected with the message

“अर्जदार यांचा जन्म परराज्यातील असल्यामुळे प्रथम सक्षम प्राधिकारी मार्फत टिपणी मंजूर करुन घ्यावी.”

it translates to “Since the applicant was born in a foreign state, the note should first be approved by the competent authority.” {google translate}

i don’t understand what this means what authority or what could i upload to solve this.

You have to stay atleast 15 years in Maharashtra.

I’m trying to make for my father he has like 30 years stay and uploaded documents well past 15 years of maharashtra.
