Where to complaint about stray dogs barking all night till morning?

I am literally irritated daily around 3AM, these stray dogs continuously howl and bark for 4-5 hours. We don’t have closed colony here, it’s multiple independent houses all over the sector. I am a student and it is getting impossible for me to study in quite.

What actions can I take in this to maybe relocate these strays or provide shelter?

Feed them some food at least once a day so they’re not starving all night and howling in hunger. It’s their area too, they rightfully deserve to live there.
