Which statute applies for land distribution of an agricultural land in U.P.?

Is it Hindu Succession Act or the U.P. Land Revenue Code? Because by Hindu Succession Act, we’re getting half the land but by UP Revenue code we’re receiving no land. How is that possible? Shouldn’t the statutes be in harmony with each other rather than going in completely different directions?

Hindu succession is for rights, like succession rights of women.
All other matters related to disputes are governed by revenue code.
