Workshop Holding My Bike Parts Hostage After Partial Payment

I had given my bike for restoration to a local workshop( kerala) and made payments (UPI). Despite multiple follow-ups, the mechanic has neither completed the work nor returned my parts.

We initially agreed on an estimate, but now he’s demanding a higher amount without justification. Some of the work wasn’t done by him a, and he had agreed to issue a refund for certain charges. I have WhatsApp messages and invoices as proof.

I went to the police, but they advised me to take the consumer court route. I don’t want to pay anything more—I just want my parts back. What legal steps should I take next? How effective is a consumer court complaint in such cases? Any advice from people who’ve dealt with similar situations would be really helpful.
