Many ppl are downvoting your post without knowing that you are right. It is illegal for landlords to disconnect essential services without court order. Similar discussion happened in a earlier post too.

Can landlords disconnect water or electricity to force tenants to vacate?

Unfair trade practice? No.
Unfair human practice? Yes.
Please be a nice guy and return the car. Car rental business is a boon for travellers. But it only works if people’s good will is intact.
