It is your right. I am so sorry your workplace is so de-sensitive. If you have your PwBD certificate, claim with that. That will suffice for bonafide.

You can send a mail to your higher ups. Each and every PSB bank has provisions for PwBD that includes transfer also. I am sorry for how your HR reacted to your claims. You will have provisions for Transfer, you just have to find the right way. Try asking within your workplace how it works. Try reading your company terms for transfer. Never lose hope.
