First of all you dont require lamination on your PUC. This is upselling by the vendor. tell them that you’ll report the overcharging to authorities and they’ll be happy to refund. Here in Delhi he tried to charge me 150 whereas it was around 110+GST (dont remember exactly). I simply paid him and told him I will report the same. He called me back and refunded the amount.
Now that you’ve paid, report it to parivahan website

If she doesnt have anything, frame a false story to your wife of you helping her and now her blackmailing you. Then file a FIR against her for extortion and blackmailing

If she has something, then Then file a FIR against her for extortion and blackmailing while risking your marriage.

Affidavits dont hold much ground in case of accidents resulting in injury/ death by the vehicle. If you and your father need sound sleep at night. DO NOT ALLOW this to happen.

These issues can only be resolved amicably. Going the legal way, the photographer would first delete all the wedding content and would blame it on. Corrupt memory card/HDD. You would be only be eligible for compensation and your once in a lifetime photos will only be available from your relatives phone camera(s)
