There is possibility that merchant have not received any big order after yours and your amount is settled so merchant have to wait for the equal amount of another order to issue refund or have to topup rajarpay account to issue refund.
EEvery company has matrix to escalate the issue to too level step by step. For example,First I will escalate to front support like customer care if they do not resolve the issue in 1-2 days, I would escalate to person above.
