EMaybe consider that his emotional and sexual needs aren’t being met?
As for legal action, there’s very little you can do. You can use social pressure to your advantage. Get your relatives to persuade him.
Or bluff that you’ve got hold of one of the women he slept with and have convinced her to file for sexual assault charges, unless he does what is right.
EThe only way to get bullies to back off is to show them that you can be a bigger bully. I’m sorry but I’m speaking from experience.
