GFile CPC rectification for the assessment year when this issue was created, add details of all types of taxes that were paid in that year , it should her revolved and that outstanding demand will be dissolved.I was /am a noob in understanding taxes but this is something I did for myself by watching YouTube videos, my issue was also related to outstanding demand that kept on incrementing with interest for two years , in last Dec I decided to re file ITR of that year where I just had to update the values, but in your case since it happened too late in the past , you might need to get ITR rectified physically in the income tax office.
