I am telling what baniya in my colony did to this type of tenant once. He cutoff water and electricity supply and tenant. He had to pay little amount to electrical official but it was worth it. If it is flat then cut of lpg supply too. Pay whoever u want to make sure they dont get electricity water and lpg
