It’s a clear tactic for taking a bribe. Perhaps u didn’t offer them a bribe the right way or u offered it to the wrong person. If u can contact the person who got clearance then get any info out of them whether they gave the bribe or not and to whom. Alternatively, u can write an application detailing ur ordeal without blaming anyone in the department and meet in person with the highest officer of the department and explain ur condition to him/her and request him/her to expedite the process. You can also meet the education minister or the minister involved with this recruitment and request him to help. The last resort is court but I will not suggest it as right now as ur family is in dire need of the job right now and filing a case in court will delay the complete process.
