I don’t know about you but whenever I get a new SIM, the seller always tells me to recharge only after the SIM is activated and the first charge to be small.

The surveyor gets paid to find reasons to reject the claim, they are specialist in finding/creating technical situations which will nullify your claim in the future I case you decide to go to court. From personal experience.
