See most probably she has to change her address n number cz he may cause trouble to her afterwards as well. But if he is like psycho he may even follow to her college as well. If you have good proof of rape then you can confront his family if he is from a fine family. Generally people are scared af from getting arrested and interogated by police.

The best is go through tge route of consumer forums. You can overpass tge jurisdictional limitations. But it may be costly so go for compensation as well.
