Legally, you can file it at any police station but in all likelihood it will be transferred to the local PS where the incident actually happened.

File an FIR at the local police station. If they refuse, either tweet tagging the senior officials like SP and DCP in your area or mail a written complaint as the amount is huge. However, whatever you do, please take the help of someone with a better IQ and real-world experience than you. Otherwise, you will get extorted by the COPS and god knows who again.
