Ask your in laws to visit the SP office and register a complaint there saying local police are not filing the FIR and not aiding the matter. Local police will be forced to help in that case. Take a lawyer if they are bit afraid. Don’t leave such things as one off, that will just make them bold enough to attempt something even worse than that the next time.
