Then leave him to decide how he wants cheap, lazy, fraud security to feel nice.There is nothing legal or even transactional happening here. Money is being rained in 500’s to make greedy, undeserving people used to it, feel nice and satisfied.

I find some things confusing:
How many supervisors are there in this complex?
What the fuck is a life usage fee, when you were still living there?
Why are you still scared? If you are in a new location, quietly block them. But that is what I would do.
Who asked that 10k amount? -
