Ignore all the above advice, go to a lawyer get a legal notice and send it to him. He has to respond to it in given time or file a case.

Just to be on safe side, send a legal notice from a lawyer. If the vehicle is used for anything illegal you’ll have to face a lot of troubles. Consultant a lawyer a.s.a.p
