Many of the universities in europe offer free education, your tution fee would be waived off and you can also try for scholarships. Apart from that no matter which country you go to majority of the countries have 20 hours work permit as students. You guys can take those up for living expenses. It is definitely not going to be cake walk but if you think they can really harm you or your partner then it is advisable. Otherwise you can temporarily shift to a far off city in India cut off ties from everything and try to save as much for an year.

Try to leave India, probably find a job or enroll into a university since you both are still 23. Could be a way to start new life abroad and their family will eventually accept as time progresses.
