Go to district/regional police office and submit an aplication with complaint against the officer who refused to lodge your nc. It might require some effort. You may have to wait for senior officers as they are not always around. Eventually your local police station has to obey his boss. Its better if your parents are old and do not work. Put them to work. Do not go to mra or any nonsense organisation. Learn the way how law and justice works.
