I disagree that the HR would try to protect him / Company. Then again, a lot depends on the company culture. Most companies have an anonymous helpline. You can register a complaint there and say I would disclose my identity only when I feel more comfortable about it. Also, avoid the hearsay in case you go ahead with the complaint. It should only be something that you experienced yourself or would be able to prove.
