For govt jobs enquiry is usually from local police and sharing of docs by WhatsApp is not something govt agencies ask for . Ask them for an email from the official id.

KCC can be taken without collateral also upto 2 lakh. If it’s a higher amount and the land is in your mother’s name he can’t use it as a collateral unless she enters into an agreement with him . I don’t think there is anything you can do if this is the case
