Good luckPWhile what you said is logical, SC court ruling supercedes it. Per SC, life essential services such as water, electricity and road access cannot be cut off even if members default. In the event you deny these services it is equivalent of committing a murd3r. So, be careful of what dictates before taking any harsh decisions.
