But some people are saying the uttarakhand rule will be applied in whole india. Where if you live long enough with your partner she will be considered equal to your wife and will receive all the rights such as inheritance, alimony etc

Well you have already done all the necessary things. Here the main work will be done by your bank, which will reverse the transaction.
You can also file complaint in NPCI portal
