Yes she can file a complain online but local police will be involved ultimately

Just a advice – stop talking to the guy block him from everywhere and give it sometime

if he does commit sucide she won’t be responsible but yea if he specifically mentions that he did this because of you then police will want to talk to you about your relationship with him

You won’t be responsible if he can’t bear the pain of breakup

I have been in that situation and speaking from experience most of the people who threaten sucide are not the one who will actually do it and if you think he might then you should file an official complain in the nearest police station

If going to police station is too much then call women helpline no they will take care of it
