I don’t know about the law part but get your minor cousin to talk to some qualified psychologist. He really needs that, take care of him and don’t let him feel different or less of a person. Other boys of his age might bully him relentlessly if they come to know. So maybe if possible change his circle. Best of luck. I hope he is not traumatized too much.

Can you not change cities for some months? I know people will tell you to fight and file cases but these people are petty and have too much power. Unless some big media catches the story you and your family will be troubled by him.
