Can be, being the operative word. They can be misused in these far flung fantasies of yours, but by using the money to build three temples, it’s definitely misused. Remember, according to the villagers, this was okay because the money that the sarpanch (a village official, if you aren’t aware, with some nominal power) got from this alternative toll plaza was used to better the village. And the examples they cite are three temples and a cricket ground. These sound like good uses to you?
