Do you have emails or written proof that he is the one that isnt coming back or letting you be with him.
1. You can start proceedings for restitution.
2. You can file for a divorce

I would ask you to choose the 2nd option. See a good lawyer find a person who can be your power of attorney holder

If you don’t feel safe don’t do that. If he has political backing there will be opponents too and if anything happens you can be in trouble too
You can’t gain sucess without taking risks it’s upto you to decide if it’s worth it .

When case come you can lead guilty the court will give a fine with maximum of 10k that’s it may be for a day you have to stay at the court that’s it
