I live in a tier-2 city and used see a tonga(horse cart) ply for fare (like a auto). This was during 95-00. It was run by a old muslim chaccha. I stopped seeing it in its regular place about 15 years ago(not sure whether the horse gave up or the old man).

So unless a new law has been enacted I think it is perfectly legal to ride a horse in the city. However most toll roads on highways prohibit bullock carts so I assume the restriction by implication is for a horse too
