Because the Indian state already discriminates on the basis of gender , POSCO act only applies to men , recently an older woman raped a young boy , but she was let go as POSCO is not gender neutral , same with dowry, inheritance laws they are quite gender biased, a lot of the constitution needs to be amended for legalization of same sex marriage.
