Under the POCSO Law it doesn’t matter if she’s involved/ consenting or who is blaming who.. any adult having sexual relations with a child under 18 is considered rape.. consent is irrelevant here. she’s a minor

it is punishable by law and you must report and get the police involved. you can also call the child helpline number 1098 and ask them what steps to take
