First get a full medical report and collect the evidences.
2. Go to the passport office and lodge a report of lost passport and renewal.
3. A FIR will be lodged for your lost passport.( As your husband is not giving your passport back).
Here is a tricky thing- which address are you going to provide for verification of passport? So it’s upto you to decide.
4. In my opinion, try to live with your husband carefully till you get your passport( if you are saying you don’t have any option).
But to renew your passport you must have atleast the number or xerox copy of it. Do you have it?
5. See, the best option is actually get away from him and live somewhere else if you have the money to afford a hotel or something and lodge a FIR. Or if you can trust someone and can live with them.
If the family is influential then maybe you can first change the state and then do the above mentioned suggestions. As you don’t need a passport to change states. Collect all of your certificates and important documents first.
