First of all, no one, absolutely no one can start digging the road as they want. They have to take permission from municipality and pay for digging and filling the road back. Without that permission, they can get in big troubles. I’m a builder and even we have to submit a written application to get water line and they ask us to pay digging and filling charges. Even after getting the permission, 4 neighbours complained to Municipality and we had officers visiting us asking for the permission. So it’s pretty common. Next time, instead of directly confronting them, go the legal way and they’ll be scared of you the whole life.
