If she is going in govt sector then why does she is even serving notice. Just ask her to send a resignation and be done with it. Notice period issue arise when the person is going to work in corporate and when they switch that time during background check the last company just verify the employment. Just Abscond; nothing can happen to her.

Legally you should inform right away.

Practically just keep the money and don’t use it, if/ when they find out return it back. You may be already be looking for a switch.
