You should pay, lawyers especially good ones charge money for consultation. It isn’t a foreign thing. if he was some random lawyer who doesn’t practice in HC or SC, isn’t from a good NLU, hasn’t handled many cases and doesn’t have more than 5 years of experience then he’s just scamming you.
