      Btw, i am not a lawyer. But i understand banking and regulations and have used lawyers in a wide variety of banking situations.

        Just tell them to send you an email request. Also record the convo. Tell them to send details of their RBI registration and also the email id of their compliance officer. I am not able to find their name on the RBI approved list of payment gateways (pls also check and reconfirm). They are likely an overzealous early stage startup with the founders unaware that they cant mess with RBI. I cant find them on linkedin or MCA either. Just ignore them. Also find out the name and number of the guy who called (use truecaller or just check on any upi app) – may be useful in future. Dont worry at all. Just ignore and firmly tell them that you will not refund and will complain to RBI if they continue to “harass” you (pls use the word harass).

          If u decide to return any money (do deduct expenses etc) do so only with a stamp paper agreement that it is full and final and do it in the police station and record it. Police wont sign but get a witness and also record it with local police showing in the video. The agreement should also say that he agrees that he lied that u sent goondas etc.

          Note that if u pay or if u agree to pay he will keep increasing his demands. So best option is to not pay. File a counter FIR on him for harassment.
